Watch Gov. Kristi Noem's budget address live from the state Capitol in Pierre beginning at 1 p.m. Tuesday.

The governor is expected to present a tight budget to lawmakers who will return in January to decide what to keep, eliminate or change.

Noem likely won't be there to participate in that discussion as she is President-elect Donald Trump's pick to lead the Department of Homeland Security.

After increases to education, health care providers and state employees the past 3 years, a more modest hike is expected.
