SOUTH DAKOTA — If South Dakota Gov. Kristi Noem is confirmed as the new secretary of homeland security, it will mean significant changes in Pierre. Foremost among them, Lt. Gov. Larry Rhoden would become governor.
But what would the timeline be? How would the next lieutenant governor be selected?
